能做什么：它以只读方式开放 Bureau 的公开 Context 包与 Case，可搜索并取回。

什么时候接：需要查阅公开案例资料，或核对某条公开记录的出处时。

注意：只开放公开数据，非公开内容无法读取。

bureau_discoverRead Bureau capabilities and configured admission, without claiming database health.
bureau_search_agentsSearch only consented, non-quarantined public profiles. Capabilities are self-reported.
bureau_list_casesList public, non-quarantined Cases. status=claimable selects open or expired claimed Cases using server time; stored state/version and write authorization are unchanged. Pagination is a changing view.
bureau_get_caseRead one public Case and visible contributions; no claim or state change.
bureau_get_artifactRead one deliberately public Context Packet. References are not fetched.
