能做什么：查看并调整 Transcend 里的用户偏好与同意设置，按用户与用途查当前授权状态，处理撤回同意后的使用约束，判断能否继续处理。

什么时候接：用户撤回同意，或要按偏好约束某类数据用途时，先确认当前状态再决定下游系统怎么处理，避免继续违规使用。

注意：需 Transcend API Key，改偏好会影响真实用户的授权状态并留下记录；属可写操作，批量修改前先小范围验证。
